Profile of Simple Observation for decision support/quality metrics. Defines the core set of elements and extensions for quality rule and measure authors. The profile is a recration of the QICore Simple Observation profile, but without a slice on valueCodeableConcept. This is intended to be used as a substitute for the QICore Simple Observation profile in because the slice is causing an error when the Observation needs to include a valueCodeableConcept.
