Update Implementation Guide Dependencies (US Core and Measure Related IGs): [MEASDEV-1805]
- Updated the following IG dependencies:
  - Updated US Core IG dependency from US Core 3.1.1 to US Core 6.1.0
  - Added a dependency to the NHSN Digital Quality Measure (dQM) Reporting Implementation Guide used for reporting artifacts including MeasureReport, Patients of Interest List, and other reporting framework artifacts.
  - Updated quality Measures IG dependency from CQF Measures 3.0.0 to CQF Measures 5.0.0. This includes several Measure related artifact extensions changing from CQFM to CRMI StructureDefinitions.
  - Added a dependency to the Canonical Resource Management Infrastructure Implementation Guide used for ValueSet definition and Measure extensions. This includes several Measure related artifact extensions changing from CQFM to CRMI StructureDefinitions.
  - Updated Data Exchange For Quality Measures (DeQM) IG dependency from DeQM 3.1.0 to DeQM 5.0.0
  - Updated Quality Improvement (QI) Core IG dependency from QI Core 4.1.1 to QI Core 6.0.0
- This affected the following definitional artifacts:
  - Update Cross-Measure Patient Profile from US Core 3.1.1 US Core Patient to QI Core 6.1 Patient, which is based on US Core 6.1 Patient Profile
  - Updated the NHSN Individual MeasureReport List from the FHIR standard base List resource to the DEQM Individual MeasureReport Profile
  - Updated the Subject-List MeasureReport Profile from the FHIR standard base MeasureReport resource to the DEQM Subject List MeasureReport
  - Updated the NHSN MeasureReport Bundle from the FHIR standard base Bundle resource to the HL7 NHSN MeasureReport Bundle Profile
  - Removed the Submitting Organization Profile and using the HL7 NHSN dQM Submitting Profile
